It's complicated, on the PC yes, but on the consoles, no
The PC ones are paid for as well, so not everyone will be running on dedis

BC2 on console didn't have Dedi's, at least not on PS3.
And yeah, BO really does lack decent servers. Hasn't stopped me though xD

Try hardcore, the servers are fine on them, perhaps a bit of lag every now and then
